Why can't I create entities or import Excel files?

This occurs because the user lacks the necessary permissions to perform creation or import actions, as these operations are controlled by their assigned role. To perform these actions, the user role must have the "Create" permission enabled in the relevant modules. Additionally, if the file contains parameters that do not yet exist, the user must have permission to create them.
